ImpactPHL Conversations: A New Local Model—Philadelphia Green Capital Corporation

In our July ImpactPHL Conversations session, we will focus on Philadelphia Green Capital Corporation (PGCC), a non-profit spinoff of the municipal Philadelphia Energy Authority, that is finding ways to use blended finance and climate change mitigation to support the clean energy transition in the City of Philadelphia.

In this session we will explore the context in which PGCC was created; how Philadelphia is a player in this space, and how you (as an individual investor, financial institution, foundation, or other stakeholder) contribute to Philadelphia's environmental stewardship efforts.

The panelists will bring extensive and varied experience in finance and environmental stewardship that share ways Philadelphia to move forward in tackling climate change alongside the role that impact investors can play in this.


Panelists

Maryrose Myrtetus

Maryrose Myrtetus is the Executive Director of the Philadelphia Green Capital Corp. (PGCC), the green bank affiliate of the Philadelphia Energy Authority (PEA). She joined PEA in 2019 to launch and manage a financing program for commercial and industrial buildings (C-PACE).

As Executive Director of PGCC, Maryrose leads the organization to connect projects to capital to drive a robust, equitable, clean energy market in Philadelphia, support PEA, and respond to the local challenges of climate change.

She has a background in renewable energy finance, corporate strategy, government, and public policy. She holds an MBA from the Yale School of Management and a BA from Vassar College.

Matt Stitt

Matt Stitt is a Director in Public Financial Management (PFM) and Budget Consulting practice. In 2021, Matt co-launched PFM’s Center for Budget Equity & Innovation and serves as a lead for the Economic and Tax Strategies practice. Matt advises public sector leaders on structural changes, budget reforms and financial planning – with a particular focus on applying an equity lens to solving governing challenges. 

Prior to joining PFM in 2020, Matt served as the chief financial officer for the City Council of Philadelphia, leading the annual review of the City’s multi-billion dollar operating and capital budgets and strategic plans.

Currently, Matt is an adjunct lecturer and Distinguished Fellow at University of Pennsylvania, Fels Institute of Government. Holding a B.A from Haverford College, Executive M.B.A. from Temple University, and Executive M.P.A from the Fels Institute of Government at the University of Pennsylvania.

Andy Rachlin

Andy Rachlin currently serves as President of Spring Garden Capital Group

Prior to this role, Andy was the Managing Director for Lending and Investment at Reinvestment Fund, one of the country's largest impact investment firms.  With many high level experiences as Interim Chief of Staff for the School District of Philadelphia, Deputy Chief of Staff for Economic Development for the City of Philadelphia, where he developed and oversaw a portfolio of over $40 million in innovative investment products, with a focus on energy efficiency.

Mr. Rachlin holds a bachelor’s degree from Princeton University and a master’s degree in International Security from Saint Andrews University.

Karyn Polak

Karyn Polak works passionately on social and economic equity, making progress towards a more regenerative and inclusive global economy.

She is a facilitator for convening and connecting people with important issues after a long career as Deputy General Council for banks such as PNC and Citigroup that developed extensive private sector financial services experience and C-level legal expertise.

Karyn serves on the Programming Committee with ImpactPHL to help expand the reach of this meaningful work.
